what are the chances of someone Failing the whole GED? does anyone know?

do you mean one time taking it? I would say about 50/50 chances.

You are allowed to take the exam up to three times per year. Thus, if you fail all or just some of the exam you have two more chances to make it up. Furthermore, you don’t have to retake the entire exam, you only have to take the sections you failed.
