Have replaced calipers, front disc pads, and the master cylinder. Brakes won't release fully. Pedal won't return fully. Could this be the brake booster? Recall performed on cruise control. Could this be part of the problem?

Maybe it has ABS brakes and your having trouble getting the brakes bled properly after replacing the master cylinder. Ford has a procedure to first bleed the new master cylinder and the Hydraulic Control Unit (HCU) using their tool number T90P-50-ALA. The shop manual claims that if the procedure is not followed, air will be trapped in the HCU which leads to a spongy brake pedal. Maybe it's simplest just to take it in to a Ford dealer and have the brakes bled. However if your wheel caliper bleeder screws are rusted badly, you might end up having to pay for a new rear caliper if the bleeder screw shears off. The right rear wheel is bled first, then the left front, left rear and finally right front. Some shops try to bleed ABS systems just like they do non-ABS, but it's difficult sometimes. Sometimes a bad flexible brake hose at the caliper keeps the brake fluid trapped and holds the caliper on when the brake pedal is released.

your saying the pedel itself will not return. If so has anyone checked the seating of the return spring on the master? The biggest thing i have seen is the abs valve not being blead on a brake job. That valve needs to be blead first. I have also seen idiot mechanics let calipers hang from brake hoses and cause internal damage to the hose only to have new calipers lock as well. I would look at the brake hoses it. There are two reason i say this. First you changed the calipers and its all too commom for people doing brakes to just let the caliper swing and drop then hang only by the hose. Its bad to do on even a new hose but one thats 9 years old is worse. The truck is a 98 and the hoses should be at the end of their life and may be colapased internally trapping fluid. Its easy to check. I can't see it being master related.

The only thing left is the brake booster. Here is the troubleshooting guide from Auto Zone. Find your problem and if you are lucky they might even have the pages on how to put in a booster. Not all cars supported listed yet.

Hey Peggy,at a guess ya I would suspect return spring in your brake booster,But I have also seen (on chevs) but fords could do this,is your brake hoses.Doubt both are shot though>I am sticking with your booster. Good luck.

I have seen this on a chevy and in that case it was the brake light switch. Check to make sure it is working correctly and that it is the right one for the truck.
one other thing to check would be the propotion valve if it's triped or defective.
