nnly,
Kali doesn't have a clue about our laws and that much is clear. Why so many Americans are ignorant about immigration law is something that mystifies me since they seem to think that immigrants come here for medicare. For Medicare you have to be disabled or a senior citizen and a US CITIZEN. However, obviously she doesn't understand that since she doesn't know the difference between the social service programs how can I expect her to know the laws?
Immigrants not legally here or as new immigrants with a legal residency status do not qualify for any welfare programs whatsoever. NONE.
To immigrate to the US first off you either have to be from a country that sponsers the Visa lottery which you can find on USCIS. If you are not from one of those countries then you must either have a US citizen immediate relative or a spouse that is a US permanent resident. If not then you cannot immigrate as a permanent resident. Now if you have a profession that requires a professional degree (masters or above) you can find a job with a company that will sponser your H1 visa but those are very limited in scope and most of the time you need to apply years ahead of time.

Relatives of US citizens can be petitioned as immigrants to America after a long process of verifications.

For your case, I really hope that you can make it here. However, this country is flooded with single moms coming here and having medicare pay for their babies. I would suggest doing the same if you are serious about coming here. Use the government while you can, the US is about to change its stance on illegals coming here for that reason, so do it while you can, it seems.......

Hispanics paraded around last year saying it was unconstitutional to not allow people to come here, but you know that it takes a long, long time to be naturalized here. What a bunch of balogney.

English is great, if you learn that then you are good to go.

You should specify details: what country you are from, how long you've been to USA, or you outside USA? etc.
