It can be an entirely platonic, friendly gesture between colleagues and associates, or it can be a lead in to a more social situation. In that regard, it is non-threatening way of putting an invitation out there without coming on too strongly. The recipient can choose to politely decline ("Oh, you don't owe me anything, really." or "Sorry, I don't drink."), or politely accept ("That would be great." or "Looking forward to it!").

When some say it it could mean a date. But mostly people say that as a "thank you" for what you did for them.

if someone says they owe you a drink --- you've' obviously done them a good deed or a favour --- so they want to shout you a beer o whatever in appreciation --- definitely nothing to do with a date .

Perhaps you paid for the drinks this time round so they want to make up for it?... Or they owe you a favour?

No. You are saying ,you should get together for a drink. And you don't have to go by yourself, if you are not interested in the person like that.
