The german people thought they were winning World War I. when they lost they felt betrayed. This feeling of betrayal allowed a group like the Nazi's to come to power. The Nazi's use teh jews as scapegoats and blamed the problems on the jews.
at the same time, the german people were hit with heavy reparations (ie money they had to pay to france and england) that it meant the german economy was devestated. The unemployment in germany following world war I was near 60%. These people were angry and upset.
The Nazi's came along and gave them an enemy. JEWS did this. The Nazi's were also able to give work to these unemployed individual. So the people were working and happy with the Nazi's, and angry at britian and france.
At the same time, many germans felt they were punished and their land taken away and given to Czechoslovakia's and austria. so the germans (Nazi's) played on nationalism to get the german people to want war to get their territories back.
In Russia, the Czar was removed from power by communists during world war I. One of the excuses given was how out of touch the czars were by fighting in world war I. so the communits come to power in russia. The communists wanted to strengthen their power and military which leads to world war II.
After the death and destruction, the US adopted a strict isolationist attitude (not getting into other countries problems or issues)

In addition to what the other submitters have said, it should be remembered that the engineer of the second world war, Hitler, was a corporal in the first world war and won a medal for single handedly capturing a number of the enemy. Hitlers experiences during world war 1 would have influenced his ideas and plans for world war 2, I'd reckon.

The Germans called for an armistice (ceasefire) in November 1918, expecting to be able to negotiate a peace based on President Woodrow Wilson's idealistic and generous '14 Points'. Trouble is, Woody didn't tell his French and British allies about it and they, with millions of dead and their economies in ruins, weren't interested in offering the Germans good terms. In fact, the 'War Guilt clause' in the Treaty of Versailles, signed in 1919, forced Germany to accept all the blame for the war, and make reparations. They felt betrayed, and that they'd been tricked into signing a 'diktat': a dictated peace. On top of this, Germany had not been fought over: no British or French armies marched into Germany, because they sued for peace when they realised their army was exhausted.
Many Germans therefore thought their army hadn't been defeated and treachery was to blame (see right-wing view on Vietnam).
All of Europe was impoverished by WW1, but especially Germany. But the Weimar democratic government gradually improved conditions in Germany, despite instability. Millions of men had been killed: a whole generation of French, British and Germans had been left dead in France. Amputees and traumatised veterans were everywhere visible. Governments saw it as a duty to end all wars. They established the League of Nations, one of Wilson's ideas, to mediate conflict.
The depression of 1929 hit all countries, but Germans especially lost faith in democracy: they had done as they were told, but they were all unemployed, disarmed, ashamed. All over Europe, democracy and capitalism had no credibility: men who wanted to work hard were on the street. Men who went through hell- conditions that make modern war look like a picnic- couldn't earn a decent living. Extreme political theories looked attractive to many people.
Thus, Germans were willing to listen to a man who promised to restore the old order, to make Germany great again.

The League of Nations failed miserably, and treated Germany way too harshly (reparations, disarmament etc.) therefore when the League of Nations started to fail in places such as Abyssinia and Manchuria, Adolf Hitler saw how they were failing, and took advantage of the situation by re-arming Germany and invading the Rhineland.
