I've never met them and I don't want the first thing I say to them to be "you're driving me nuts with your freaking noise." How can I tell them they are being too loud without sounding bitchy? They are loud at all hours of the night (2:30 am last night) and I've already lost my patience with them before I have even approached them about it. How can I keep that out of my voice and words and resolve this nicely?

First step - speak to the head couple, second - ring their door at the odd hours and say once again, third - inform authorities!!! Good Luck

First meet them, and gift them with something you baked. Make small talk and get acquainted. Then a few days later, as they pass by you, ask if everything was all right the previous night, because you heard a lot of racket and couldn't sleep.
If they get the hint they might cut it out.
If they don't, then maybe you could knock on their door at night and ask them to keep it down because you were sick/ had a long day/ or you're kid has a fever.. etc. polite reasons for being mad.
If they STILL don't lower their voices then you can just tell them politely that they make too much noise every night, and could they PLEASE keep it down because it annoys you.

Invite them over for a drink, during the conversation, just say something like, how do you find the noise around here, somtimes people are so loud till all hours, geez people have to get up for work ect, then, dont you agree? you can drop subtle hints without making enemy's good luck

Go and introduce your self at the next available time. Ask if you can trade numbers, in case one of you are being loud so you can call one another rather than calling the land lord or the police.

People who are that inconsiderate aren't going to listen to reason. Let the management deal with them or call the police. That level of noise in the middle of the night is considered "disturbing the peace".

You could write them an note and say you are just one of their neighbors. Telling then about their noise.

You should just go up the stair and knock on the door and when they answer punch them in the face and tell them that if they don't shut up you will be back. LMAO

Actually I wouldn't have written this note if I was not disturbed in night time ,during my sleep time, the part of the my life which I love the most. I think you can understand how much people love to sleep.

if your in an apartment complex tell whoever owns it and they will do it... either that or wait till there not home and put a post it on their door saying that you (dont write your name) will cutt off their testicles with a rusty pair of scissors if they dont shut up...
either that or the broomstick on the ceiling would work

I use a broom handle on the ceiling and then if that don't work I would borrow my friends Rottweiler and make a FRIENDLY visit.
