did so many people wait until after the requirement was implemented to apply for a passport? It's a shame to hear of the many spring travel plans that are in jeopardy because people won't get their passports in time. It's true that the dates when the requirement would go into effect were moved a few times.

Did people think it was going to be indefintely postponed, or did they just not know of the new requirement?

People in general are and were aware of the the passport requirement. I've discussed this casually with friends and some admitted they would prefer to get a passport as close to their travel date so that the 10 year expiration period does not begin until close to their upcoming trip. Other people I believe are just too busy to give passports any type of consideration. I know it's frustrating but passports require money and time; the two resources most seem to have very little of. If the problem becomes monumental and gets out of control perhaps the government should offer some form of incentive to those who apply 6 months or longer prior to leaving the country. A travel start date would then have to be printed on the passport before it becomes valid for travel. :)

Part of the problem is that the Western Hemisphere Travel Initiative (WHTI) has been delayed or altered nine times, and they felt one more delay would occur.

Some did not know and only found out when they were making plans (thus the hideous delays in getting a passport)
