You should be able to safely retouch the roots, but you must make sure that you don't overlap the color onto the previously lightened hair. Then you should get I've had good luck with restoring some life to damaged hair with using products formulated for ethnic hairs that has been chemically straightened. You might also want to keep your heat styling to a minimum and try to air dry your hair as often as possible. It will take time to get your hair to look really healthy again, but if you are gentle and get trims every 6 weeks or so, it should look pretty close to healthy again in about 6 to 8 weeks.

It sounds like you have brittle and damaged hair from dyeing it too much.
Unfortunately sounds like best to do is just let it grow out and leave the hair alone.
Like was said earlier, don't do much heat styling either like with rollers or curling iron, etc.

I would get a haircut but also get a deep conditioning pack treatment. You can buy them at any drugstore or beauty supply store. And use deep conditioning treatment at least once a week.
Then once the dyed hair is grown out enough, have it all cut off and i would wait a while to redye again. I'd say give your hair a rest or it will all break off more and more with each dyeing you do to it.

Let the color grow out & do not recolor. Coloring damages hair. You can get it cut off when it grows.
