During British regime in India, the culprits received punishment and were sent away from their home/family to Kala Pani, an island, where living facilities were not available and people had to labour very hard to fend living for themselves. Besides these so called culprits were put hot coin on their forehead to mark them as culprits under punishment at Black Sea. (as told by my mother)

I saw two answers, the both are are correct, but refers to different regions. They are continents apart. Kala Pani(translated as black water) is an Island on different continant(Asia). Black Sea treatments(Europe) are from Black Sea area countries like Russia(old USSR).
Indian subject were sent to Kala Pani, English, Irish, Scotish were sent to Australia, some Indian and African subject were sent to west Indies(for a while).
It was an option given to convict in certain cases, death or deportation to Kala Pani.
