You have gotten good answers, but it is really a matter of personable preference, so experience will tell you what is best for you.
I usually like to do my cardio early in the morning as I am in a fasting state and star burning the fat stored as reserved, and not the meal I have just eaten before cardio.
Nevertheless, I always have just some good carbohydrates and a little protein after the work out to replenish the body needs for this elements. And of course, enough water.

It depends on your goals, and what type of cardio your doing.
When I am trying to loose weight, I like to do my cardio first thing in the morning while in a fasted state since my last meal was around 6:00 pm the day before. That way, you don't have to worry about burning off the glycogen you may have just eaten to start hitting your fat stores.

My experience is that I must eat before a cardio, or else I would be extremely tired and work out less than normal.
Eating carbohydrates about 1 hour before would be ideal. Usually a slice of bread/ banana or muesli

Don't eat less 90 mins before hand. you'll probably get a stitch and/or throw up - but make sure it's complex carbs and sugary things like apricots or raisins - high in natural sugar. Plus don't drink less than 15mins before hand- and sip water as you train.
If you do a session for less than an hour, you don't need to 'refuel' your body afterwards. just drink water. More than an hour, take carbs and protein in a 2:1 ratio within an hour of finishing. don't forget to warm down and stretch.
