you can upvc cleaner ..i often soften it with wd 40

If it is latex you might try denatured alcohol. I have found that acetone is also very good at removing dried latex paint, but test out on a small part of the frame first to make sure it does not damage the plastic. It might not be PVC, but some kind of hard vinyl. Acetone can soften PVC, but I bet that's not what's in your frames.

Whatever you use don't use thinners or acetone as thay can mark the PVC which will leave marks that you will not get off, if it's an oil based paint it should scape off as oil based paints don't stick to PVC very well.

The best type of scraper to use to avoid scratching is a plectrum, available from music shops for less than a pound. Plectrums are brilliant scrapers as they do not damage the item that gunk is being removed from.

Ive used Nail varnish remover (same as acetone) in the past - use with a lint free cloth - like a j cloth

I have used the edge of an old bank card.....as a plastic scraper

u can use petrol or thinner jsut apply it on a cloth n try to rub it n leave it then agin rub it n it will go off
