I agree, these idiots running our country aren't doing a damn thing to stop these child rapists, terrorists in my book, why aren't we labeling them and keeping them behind bars, what are our prisons for, definetly not for rehabilitaion, if so,then these are the people who should dwell there, i mean we know they can't be changed, why not make prison only for violent people, murderers and rapists/ molestors. This country is so backwards and sick. We punish pot heads and for smoking pot, having pot, and attempt to rehabilitate them and even lock em up throwing away the key, but rape a child and you can get off with just probation. Its sick and our lawmakers aren't doing enough about it. I'd rather have a theif running about free that a sick pervert waiting to rape my son. I'll kill a muthufucka.

Well....the bottom line is $$. Here in New York state, my idiot governor just signed a Civil-Confinement law for sexual and child predators, basically equating them with those who need Court supervision. This is supposed to protect the public from these sickos? Common sense and logic dictates that anyone who rapes, sexually abuses or violently treats any person, let alone a child, should either be locked up for life, or simply executed. But there is no $$ in logic and common sense.

The government doesn't want to do much because:

A) Many of these rapes are occuring in state-sponsored foster homes.

B) A large amount of children are being abused by the social workers who are supposed to be protecting them.

C) It would mean they'd have to admit there's a problem.

D) It would mean they'd have to do something about it, instead of giving CPS unlimited funding to continue their abuse of the nation's children.

Most countries have non-government organizations supporting children and women who are victims of crimes. In the case you mentioned, it is unfortunate that no group is protecting the rights of the child even when it was exposed on media.
