I have received an e-mail from a woman in the USA and she is claiming that she is working in tha Anglo American World Poverty Eradication Program.She said I have a good chance to move to America through her position in that program.She wants me to send my application via registrar2aawpep@gmail.com
What I'm I spouse to do? shall I believe her or Its just a spam?.

Definitely it is a spam. Ignore it, don’t loose your money.

I have never heard of it and it sounds like a scam to me. Why don't you ask at uscis. gov?
The only thing I can think of she might be talking about is the green card lottery, and if you go for that it should be through the government website. You save the extra fee, for one thing.
