but if one hasn't received a request for payment of ground rent for a certain number or years, does the landlord have the right to demand the arrears?

yes it happened when i sold my flat they didnt tell me about the ground rent so i had to pay 3 years worth. i thought they could have told me sooner instead of leaving me with a £900 bill

ground rent is usually collected every four years, so maybe they havnt forgotten and since u remebered it the reminder will be coming through the post anytime now :)
I think they can ask for the arrears,

Possible, if you've signed an agreement to say so.

Citizens Advice Bureau may be the best place to ask though.
