It is how they learn. They learn that what they do comes with a consequence and depending on the wrong they commit the type of consequence they will incur. They are learning what is right and what is wrong and what happens. My two youngest children dumped KoolAid all over a floor and added water. The result was that I yelled at them and then refused to purchase any more KoolAid for an extended period of time and only bought some when they were ill because the sugars would provide them some needed nourishment while the water would keep them hydrated.

It depends on their age as to if you can define it as 'naughty'.
What most people tend to forget when dealing with small children, aged 18 months and over, is to praise them for good behaviour.
They simply don't understand 'naughty'. They're merely learning and exploring. If you don't like their behaviour then you express to them that it's not acceptable, not that THEY are not acceptable.
It's all too easy to take no notice of them when they're behaving in a manner that you approve of and disregard the need to show praise for that 'good' behaviour. It's also more likely that you'll notice, and then pounce on, the 'naughtiness' when that occurs. (We're all guilty of it!)
Children rely on their carers to give them boundaries that are adhered to, if they're only noticed when being 'naughty' then, to get any attention at all, they will then misbehave for that very reason.
How to deal with older children and teenagers is another matter entirely; my teenagers drive me to utter distraction at the moment!

They don't yet have reasoning on what is right or wrong. It is for responsible parents to implement values of what is a good deed and what is a bad deed. Children need to learn these morals from an early age, as later in life, they begin to decide for themselves what is right or wrong.

They're just having fun and spending a little energy. They are only deemed to be "naughty" because parents usually lack that energy level and simply aren't up to the challenge.

Small children are egocentric by nature. Only as they mature do they come to realize that there are other beings in the world with them. It takes time and parenting skills for them to learn that their behavior has consequences.

define naughty: Yep they are time consuming, expensive,they are always asking questions, they wake you up in the night they never say thank you, they are rude and disobedient SO why on earth do i love all mine dearly!!!!
seriously if your having difficulties (and we all do) there are people out there who you can speak to on a professional bases who really do understand speak to your GP

Because they anxious to know everything they are seeing.
It is the growing stage of the children.If they take a remote control they just start to push the buttons because they want to know what happens on pushing.

The first two answers are good, its also true that all animals use strategies that are successful. So parents that punish but never reward good behaviour can produce kids that act out for attention.

No, kids have the tendency to think that the world revolves around them, there is not much you can do about it. The only thing u can do is be strong and don't give in to tantrums... they will learn.
