Regarding the Mental Health Act,there are different kinds of compulsory orders that people can be placed on by doctors, psychiatrists,mental health officers. Whatever signs of ill mental health that the individual is showing.
Emergency detention
Short term detention
Compulsory treatment orders.
The police can also take people to a place of safety until an assesment is carried out.
You can also have a mental health tribunal, these tribunals have three members, a legally qualified person, a doctor with experience in mental health and a third person with other skills and experience(possibly a carer or service user)

Here in the UK the Mental Health Act has just been changed with regards to sectioning someone. You will need to ask the a professional about this as there are now many grey areas surrounding this. However, I do know that this new legislation gives doctors and mental health professionals more control over sectioning and in special circumstances has taken the autonomy away from relations and patients.

The police, two doctors that can be physchiatrists but not psychologists, the police don't like sectioning people and generally call the health pro's, and social workers I believe.

Next of kin, GP, nurse (or any other professional), the police. If you're concerned call the police and they'll put the person in a place of safety until they get assessed by a psychiatrist.

I believe this is different in Scotland to England so depends where you are from and who is answering.
