Yes. If he is shaking and wont eat there could be a serious health issue. Waiting too long for treatment (especially in a young animal) is often fatal.

Before you spend money on the vet though, check the obvious first.
1. Is his bedding dry?
2. is he cold or is there a draft where he is at?
3. Is there another animal nearby that might be frightening to him?
4. Was he recently seperated from siblings or his mother and is alone for the first time?

You dont mention how long this has been going on but if it has been more tha a couple of days I'd suggest the vet. You can often call a local vets office or that Human Society and explain the symptoms and they can tell what to do.

Bless your heart! You sure have had your hands full with those puppies you rescued! They are so lucky that you saved them.

I think that you should take him to the vet. You won't be sorry if you do, but may be very sorry of you don't.

If he is a toy breed, then he may just be hypoglycemic (low blood sugar) If a toy breed, put a spoon of Karo syrup (corn syrup) in his mouth, and see if he is better in 15 minutes. If he is, then feed him some cottage cheese or scrambled egg yolk...However, if it doesnt seem to help, he should see a vet as soon as you can.

You might try putting a warm bottle or a stuffed animal with him at night. If that doesn't work first call your vet to see if you should take him in.
