Yes it can go flat.To test it take a pinch of soda and put it in the palm of your hand,now let a drop or two of water fall on it.If it bubbles up, it is still good.You will see the bubbling.Hope this helps.

Apply vinegar to a small sample, see if it fizzes. Baking soda will get too old to use.

when I buy a packet, I immediately put it into a airtight jar and don't worry about it again, I have never known it not to work
