Not dependent, no. Sexual energy can abed to obstruction actually... if your wheels are not relaxedly spinning. Do not fixate on one wheel, you/ we are made up of many wheels and if one wheel doesn't spin... the chariot doesn't get anywhere except for in a rut.

It is the control of senses will lead Kundalini shakti to travel through the six nerve centres. Not alone sex energy. It is one to be controlled along with other senses also.
