wash in oatmeal shampoo and use neem oil for a few weeks, all will be fine, treat every 3 months with frontline and worm regularly.

Since you've posted the same question three times, it's obvious that you're panicking about this.
The obvious thing to do is bring your pet to the vet. It could be anything--an infection to some kind of food, mites, ticks, or an allergic reaction to the shampoo or whatever other products you use. You should just bring your poodle to the vet so the vet can pinpoint what's causing the scale-y spots.

Sounds to me like your poodle may have food allergies. Talk to your vet about a diet for him. Once you get his diet right the problem will take care of itself.
Is he an outside dog may even be a grass allergy!

Take him to the vet right away. Sounds like mites, fleas or even dry skin. They'll probably give him a shot or a special shampoo. DON'T buy him anything for the problem until you see a vet first. You might make his problem worse by doing that.
