I Love this guy n we are just friends now but i want to tell him what i feel for him ... so is it safe ?? i mean wouldn't it bring a bad impression on him ??

i think its okey...especially that person is one of ur friends,right? as u can get along with him i think it is not impossible 4 him to go out with u...and hear ur feel towards him..if he reject, u cannot be sad and still be friend with him, might be someday he will know u in deeply and it is possible he will like u as a his girlfriend oneday.

I don't know if it is normal within the Islamic culture, but he is supposed to be tolerant enough to react positively if you do.
He hardly can expect you, as a none-Muslim person, to behave like a Muslim person, just as it would be unreasonable to expect a Muslim person to behave like a none-Muslim person.
This would be an interesting test, by the way, to see how he considers the role of a woman and give you some indication about the respect you can expect.
Aside, think very well about the whole idea, as relationships between very different cultures can be very demanding for both, and not always easy.
I think it's safe and not creating any negative impression to tell someone that you like / love him. People are more flattered and happy to hear that they are loved than mad about it.

It is ok as long as you dont go to far and my advice as a muslim is not to ask him out but tell him how you feel and if is the kind of guy who goes out with girls then he will ask u out (as you knownot all guys in islamic countries go out as it is not allowed in our relligion).
