I believe 1 Tim. 6:15 is referring to God the Father, as supported by verses 13 and 16.
Revelation 19:16 is referring to God the Son, The Word of God.
These Two are One.

The answer is found in Revelation 17:14:
14 These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful.
Jesus Christ is the Lamb. He is the sacrificial lamb of the Old Testament as well, not His father.

1 Timothy 6:15 - which God will bring about in his own time—God, the blessed and only Ruler, the King of kings and Lord of lords,
Revelation 19:16 - On his robe and on his thigh he has this name written:
KING OF KINGS AND LORD OF LORDS.
The answer is obvious: JESUS!

This is speaking plainly, of none other than - Jesus Christ and His triumphant return to the Earth to establish a rule of peace, concern for one another, no more death, pain, crying, nor diseases. Abundance for all - no lack of anything ... even, perfect weather with no night time and no mosquitoes or wild animals. It will be a time when all the dead ever, will be resurrected back to life ! What are we all going to do with no more fighting, war and hate ?
