Piping in a basement, while important to the homeowner, is not a critical application. A factor of safety as small as 1.5 should be acceptable, and as high as 3 would not be unreasonable.

In general, the factor of safety is (the load at which the object fails) / (the load being applied to the object), and we use a factor of safety greater than 1 because we assume that the object may be subjected to a load greater than the load for which it was designed, which must not exceed the failure load for the object.
