At 3 weeks introduce soft puppy food.
Is mum getting as much puppy formula dry food as she will eat? YOu may need to feed them by bottle if she is running out of milk

At about three weeks of age I would introduce them to some cereal, then add in a little meat and vegetables, or canned food.... until they are eating 4 meals a day by 6 or 7 weeks of age. You could start by dipping your fingers in milk, ( get the sort that is meant for puppies, not regular milk)... and letting them lick it off.

My maltese was born in july and we feed him the iams Puppy Smart (Yellow bag) for like the puppy's under 5-10 pounds or something. the food is really small like the width of the average pencil and we mix in a little water for it to be moist.

Usually 4-6 weeks, as soon as they stop nursing from their mother they will be able to eat soft food and water.
