SAS come first to mind, more so for people who remember 1981, the sight of black cladded men in gas mask storming the Embassy of Iran in London and killing all but one terrorist.
Other units maybe better, but as they have never got their 15 Min's on TV, the SAS will always be tops in the public view.
Iran should think again about the 15 British Sailors and Royal Marine they have captured, as History could repeat its self.

I think it is a toss up between US Delta Force, British SAS, and the Israeli Matkal. Germany's SG6(?) is not far behind.
You can count out the Russians from the top 10 now. They are slacking behind. Add in South Korea's ROK as being hard as nails.

I am an OIF/OEF combat vet. I am an Explosive Ordnance Disposal technician and I've served alongside US and international special operators and I can tell you in an unbiased point of view, Israel has the best special operators on the planet. They have been doing it forever. I know all you Marines out there are saying bullshit...but of any military force, Israel is at the top of the game when it comes to special warfare. Anyone who has seen them in action will tell you the same.

Well if you want to compare what Sparta did to the Persians to a modern situation look at what the U.S. Army Rangers and Delta Force did in Mogadishu Somalia.
They fought off an entire city, lost only 18 men, and killed around 2,000.
As for the best of the best...
U.S. Army Delta Force is among them, as is British SAS.

But they all rely on thier own armies for support as they would not be the Elite if they did'nt have support units like weapon techs, vehicle mechanics, aircrews etc etc........
