Dear Angelina!
It varies from person to person. There are guys who engage themselves with a big list of girls but he loves/likes one of them.
It also happens when the one (girl he likes) is not giving enough time or preference to him so as he can live happily or pass his time. So compeled by his loneliness he decides to take over others.
Yet sometimes, probably most of the times in todays world of hyporacy there are dishonest people who remains in chain with a lot of people. Such people restrict their relation/friendship limited to only entertaining themeselves for he time or having a favor of theirs done by a person.
Also remember that sometimes none of the above is true for some persons. One might have a habit of engaging him/her self with other only for entertainment purpose and not actually doing it right from his/her heart.

I think that's what it means when someone flirts with someone, or it could also be that they have already had something going on. I am not sure. Because I have never experienced certain things, e.g. sex, to me a guy flirting with another girl might mean that they have had something serious going on. I wouldn't want to get involved with someone like that, it's too scary.
