is it one that lasts a long time, gives you the greatest sensation, or one that has least negative consequences?

What do you think about a source of pleasure that ultimately destructs, as does opiates and other narcotics especially taken in amounts past the prescription will cause respiratory arrest. Then that is why humans say sex is the ultimate pleasure because it is all natural, but then you see people who have engaged in it so much they look so haggard and enervated with peewee brain power due to the lack of fortitude of mental stamina required when engagin in sex.

Pleasure is relative to the individual.

By the way potency is absolutely not the same thing as efficacy. You're using the purely qualitative and subjective measure of "human pleasure" as the measure of efficacy, so the rest of the predicate is rather nullified by the inaccurate proposition upon which it is based.
