Lighter colors help to give a feeling of depth to a small room,
it might also be fun to have one of those murals that you can hang on the wall, it looks like a window and has scenes like dolphins swimming or a park or playground outside it....

I provided a link, but there are a great many places that may be more economical. I didn't check any prices, just wanted to give you an idea...

Around the ceiling you can use thin stripes going vertical across it to make the room appear larger.

use long shelves along the walls for toys and clothes and keep furniture to a minimun in the room.

Paint the blank wall with mickey mouse, Pluto, Donald duck character. You can get the right theme from the cartoon book.
Have a bunker bed for children bought which is readily available and have a basketful of toys readily available.
Hang model planes or other aircraft models for effect.
