First off contact the local DMV for your area, you should be able to find there number via the internet. Otherwise check with local PD, or contact the dealership where he purchased the veh, if that is where he bought the veh. Unless he purchased the veh from a private seller then he obviously couldn't do that thru the dealership, but anyways yeah my advice would be to first check with DMV.

Contact your state's DMV office. The address is probably wrong, or it is a PO Box. Many states will not send titles to a po box, so they get returned to the vehicle licensing agency, waiting for the owner's to claim them. Provide the VIN, they should be able to give you a time frame, or tell you what went wrong.

I sale cars and when people pay cash for a car it usually takes about 60 days after it is applied for to get back to you. Contact your local tag office and find out what the status is. They have to take it out of the previous owner's name and apply it to the new one so it takes about 60 days.

I would start with the DMV in your state. They be able to give you some more guidance, or they may be able to tell you where the application is at.
