For the cut use neosporin, for the toe area use tolnaftin-you can buy both of these at walmart.
Tolnaftin works wonders on the problem you are describing, use until skin is hydrated again(at least a week, morning and night)
Once feet are healed, each night before bed apply a liberal amount of patroleum jelly and put on a pair of cotton socks and go to sleep. When you awake in the morning feet will be baby soft. Do this for about a week.
Feet should be back to normal by now. To maintain this good feet feeling, apply a good lotion like jergins smoothing lotion(which also acts a a rough skin remover) daily(I do this when I get out of the shower in the morning and before I go to bed at night). Once a week, do the patrolium jelly/sock thing before bed. Keep an eye on those toes because you could have some sort of fungus that could re-appear, just keep the tolfante handy for this purpose.
GOOD LUCK-trust me this works.

That sounds like atheletes foot to me...you might want to try a product for that.
Usually cracked heals will show up first if its simply dry skin.
but you could try flexitol heel balm as well. Its available at walgreens in the foot section.
If you are diabetic, look for a cream intended for diabetics, because it wont have water in it - to help prevent infection.

I use Aveeno on a daily basis. For really dry skin/cuts I recommend Vaseline. =)
