I am an RN. In the facility in which I work it has these meanings:
vital signs (HR, BP, Resps, O2Sats) are within 20% usual readings.
Cardiovascular system is stable for the particular patient: each patient may differ. eg chronic AF may be normal for one patient.
Neurologically stable: pupil reponse, limb movements normal for that patient, orientated to time, place, person.
The patient is not febrile.
The patient has responded as well as able to the treatment provided.
The goal of the admission has been achieved (obviously we cannot cure a patient of a chronic illness therefore all goals are individual) eg. infection treated, bone set in plaster.
The patient is able to care for self with or without assistance at home and remain safe.
If a wound is present no signs of infection, dehiscence or complications are noted.
Pain: analgesia is effective or as effective as it can get.
Mobility: able to mobilise safely with or without aids
The acute factor causing the admission has been treated or resolved.
Psychological: mental health is stable and a optimal level. Not suicidal or a risk to self or others.
Medications: have been reviewed,modified or commenced. Nil adverse reactions.

From a psychiatrists sense this means if the patient is, for example assaultive, they have been appropriately medicated, or the patient is stable for transporting, to be accepted as a patient he is stable,the paient has stable vital signs the paient has no fever, the paient is not intoxicated, and so on.

Clinical stability (CS), defined as normalization of vital signs, such as blood pressure, etc. This varies from disease to disease.
