Well you could tape a couple of rolling pizza cutters to some boots. It would give the overall look of spurs, I guess. Or cut the ends off and just use the round bit.
Alternatively, cut the shape out of carboard and cover the shape in aluminum foil

You'd be just best off ta' buy a pair. Straps and spurs are pretty inexpensive, depending on metal that's used, type and size of rowels, also if straps are plain or tooled. The spurs that I use are for roping and have small rowels, sorry but can't remember what they ran me. I'm lookin' at what your wantin' them for, about 30 bucks (have'nt purchased a pair in many moons though, so please don't quote me on the price ;)....

I agree with FishStee, buy 'em, bubba. Most outlets selling farmer/ rancher goods carry inexpensive spurs.
The cheapest I saw were chromed, had a pointy prod for horseflesh, and cost about thirty dollars.

Shape them out of the bottom of pop cans. But be careful you'll be able to hurt yourself very easily.
