NO smart @$$ answers PLEASE!! The obvious answer would be Irish! But is Irish a language??
Or...do they speak something like English but with an accent??

I've been to Ireland...it's not always easy to understand, but yes, they do speak English! Depending upon where you are, it can either be really clear with a slight Irish accent or impossible to understand because of a thick accent. Some parts speak Gaelic still, but even in those parts most do understand and are able to speak English...

English and Irish Gaelic. The Irish accent is very pretty. (Check out The Clancy Brothers)

I have a friend who is Irish and I have heard that there are two languages in Ireland. One is Gaelic and other I 'm not sure.
They use an Irish accent by dragging their speech, of that i'm sure.
