I am trying to lose about 40 pounds and just wondering if this would be a good meal plan to stick to...
(8:30)
2 scrambled egg, piece of toast, cup of milk -- 360 cal.
(12:30)
turkey sandwich, cup of cottage cheese, small salad -- 380 cal.
(5:30)
3 oz. lean meat, cooked vegetables
(8:30)
i don't know what to eat here...any suggestions?!?

A few pointers, try to at least AIM to get skim milk, fat free cottage cheese, and eat only the eggwhites (eat 5 scrambled eggwhites instead of 2 whole eggs--more protein and less fat!). It might be hard to stick to that (depending on what you are used to), but in the long wrong it's a lot healthier.
The rest sounds fine. If possible, try to break up your meals even futher. Aim for 5-6 meals a day, if possible. Smaller, more frequent meals actually boosts you metabolism.
As far as for dinner, try something light in carbs. No pasta, no rice, no bread, etc. If you crave that stuff, at LEAST have it in the morning. Eating heavy carbs before bed is what sumo wrestlers do to GAIN weight. Even if you have to, move the lean meat + veggies to 8:30 and then have something like fruit and a protein shake for 5:30. Or maybe fruit + ff plain yogurt blended up.

You can easily create a balanced meal plan yourself. Just follow the food pyramid, pick times for each meal, and what number of servings of each food group you want in eah meal. And stick to it! Write it down. Plan your meals based off of it the day before and then follow it. If that is too hard for you or too much, then see a local nutritionist or dietician. Example: Breakfast- at wake up 2 grains 1 protein 1 dairy Mid morning- about 11 o'clock 1 fruit Lunch- about 2 o'clock 2 grains 1 protein 1 dairy 1 vegetable Snack- about 4 oclock 1 grain and/or protein 1 vegetable Dinner- about 6-7 o'clock 2 grains 1 protein 1 vegetable 1 dairy Evening snack- about 8-9 (optional) 1 fruit and or 1 dairy 1 grain

I wouldn't recommend every single day eating the same thing (the eggs and turkey sandwich will get old after a while). Instead, I recommend you just count your calories, and make sure you keep it down to around 1800, and do some sort of exercise.
Personally, when I was trying to lose weight and (as a small 16-year old who eats a lot), I was bringing in 1900 calories and lifting weights. I can recommend weight training, running, or biking to really help with a low-calorie diet.

Have a small bowl of mixed fruit: strawberries, raspberries, pineapple, etc. You need some fruit in that meal plan! Fruit is a great dessert too!

You need a mid morning snack and mid afternoon snack; Also you are missing fruit in your diet. A good bedtime snack would be yogurt or string cheese.
