As long as he is covered by underwear, I don't really think that he should have to put anything else on. I'm sure your daughter is aware of his male parts already, and he is her little brother, so I don't think she would look at him in any other light.
Also, we see guys in underwear on tv and billboards nowadays, so it seems harmless, really.
Maybe ask her if she is uncomfortable with it. If she's not, then it might be a non-issue. :)

There is nothing wrong with him walking about in only his underwear. If he was on the beach it would be acceptable to just wear swimmers so why not around the house. The only time I would tell my son to stop wearing just his underwear would be during winter. If you start now telling him that its rude or somehow wrong to walk around like that in his own home you will make him a paranoid person and he will be uncomfortable in his own body.

Well... First of all, does it bother your 11 year old? Does she mention the fact that he shouldn't? If it bothers her, you might have him stop. If not, I think 5 years old is still a very innocent age and its fine. I'm sure he will get uncomfortable running around in underwear by the time he needs to stop. It seems like modesty is a pretty natural thing in most cases.

My daughter, who is older than my son, never had an issue with him in boxers only unless her friends were spending the night. So we made it a rule that if there was anyone else in the house...be it her friends, guests or a babysitter, he had to wear shorts and a t-shirt til he went to bed. That seemed to do the trick and everyone was happy.

There is nothing wrong with him running around in his underwear, it is just like him wearing his bathing suit. As long as nothing is falling out I wouldn't worry to much about it. My 11 boy wears his boxers and tshirts to bed, and runs around the house all day long on weekends like that, so does my daughter who is 6. As long as nothing is showing your ok, it is just like bathing suits. I feel that when you start to make a big deal out of something so little it starts causing weird feelings. Just go about life like normal, eventually he will be embarassed to do it, and if not think of it like his bathing suit. It isn't nudity, your not a bad parent for letting him run around in his underwear in front of his little sister.
