If you are going to the National mall area check out the Hotel Harrington. It is not fancy but it is comfortable enough for the amount of time you spend there. It's close to almost everything and only two blocks from the Metro station for longer trips. Plenty of restaurants within walking distance and seemed pretty safe and well lit area at night.

Go to sidestep.com and check out hotels prices for this area around the time you are going. If you are going in the next couple of weeks keep in mind that prices flutate a lot depending on the month.
But go to this site which is pretty good at getting good deals.

There are no "good" budget hotels in D.C. Look for a Virginia or MD hotel/motel near the Metro - they will be much cheaper.
