I am copying the answer from an earlier flea question ...
Use frontline. That is the US name of it. I am sure it is sold in other countries, perhaps under different trade name.
Frontline mixes with the animal's blood that makes a toxic compound for fleas.
When the flea bites your cat, it will die immediatly.
The cats walk around the house and mop up fleas, no need to fumigate, etc.
One drop of frontline lasts a couple of months.

Sounds like fleas. You'll have to extensively vaccum the carpet, and possibly even "flea bomb" your house, though those chemicals are harsh. If I remember correctly, you have to be out of the house for a certain period of time.
Flea collars are a popular idea, but I don't like them. The last time I used one, one of my cats completely lost the hair around his neck where the collar was. Try the flea/tick drops instead.
Moth balls are also dangerous. They have chemicals in them that, if ingested by your pet, can kill them.

sounds like fleas, some people(like me) are allergic to them, my ankles swelll up so bad. give pets a flea bath and collars. and maybe consider fumigating ur house. vacuming wont do n e thing. if u cant see them u cant see them crawl right back out of the vac as soon as u turn it off. as the others said u could get rid of carpet but ur wallet might not agree. believe me i have many allergies and it never made me sick or congested, sure ur pets have to stay somewhere for a few days but it's so worth being able to sleep at night.

Try your local hardware store, they may have over the counter material that may work. Short of that call in an exterminator (if you can afford one) With the exterminator you will more than likely get a guarantee.

Fleas. Vacuum all the time. Use flea products that are safe on your cats. The fleas will go back on the cats. Flea collars can be effective, but you must vacuum to remove the eggs.
Vacuum every day.

if people only knew how nasty carpets were they wouldnt put it down. they hold everything. tear it out, put down some hardwood. putting chemicals on it to kill the bugs will only fill your house with chemicals which can make you very sick and your pets also.
