It's the cut of meat used to make the bacon. Regular bacon is made from pork belly-- the fatty muscle layer on the abdomen. Pork shoulder is exactly that- a cut of meat from the shoulder, but cured and smoked like regular bacon. It is meatier, and has bones in it, but it can also make a great "ham" or bacon, because it has a higher fat content than the butt end, not to mention it's cheaper than the loin meat used for "Canadian bacon".
