It's probably a hardware issue. Keep in mind that CD-ROM drives are dirt cheap these days. You should be able to find a replacement for less than $15. Shop on eBay, http://www.pricewatch.com, or http://www.newegg.com
However you should know that optical devices (CD-ROMs, DVD-ROMs, burners, etc) don't require you to install a driver in Windows. Instead they have something called "firmware" which is built into the drive itself. This is a little ROM chip that contains the instructions Windows uses to talk to the device. Therefore, Windows doesn't actually install a specific driver - just a generic one.
So updating "the driver" will do you no good. Instead, go out to the CD-ROM manufacturer's website as a last resort and look for a firmware update. Take the cover off your case and also make sure that the CD-ROM is correctly attached to the IDE cable and has the power cable secured. Try cleaning the drive if you have the time. If it were me, I'd just replace it and upgrade to a burner while I'm at it.

I have seen many CD-ROMS die, usually Windows assume they are working perfectly. I would try testing it on another PC. Use an original CD, not a CD-R.
You can also try to change the "firmware" (internal programming). Go to the CD-ROM manufacturer's web. You can also try "the firmware page", forum.rpc1.org for modified/hacked firmwares.
If the firmware can't detect your CD-ROM, it is either dead, or, you might have a problem with your IDE connections, Windows, settings, jumpers, etc. Some firmwares require booting with a DOS diskette.

generally your cd rom wont need to update driver as windows detect it self ..but it should be hardware problem now a days they are using cheap material with cd rom ..so better you ask your hardware administrator ..
