I don't know Ken Silver, so I don't know if he is a "trustworthy person". But anyone who says he knows how to win a lotto is not being honest.

How much is he charging for his manual? I'll sell you my system for winning the lottery for half as much.

1) In a lottery, you get numbers. They pick numbers at random. How is this beatable in any way? How can you get an advantage on a random draw?

2) If you magically had a system to predict lottery numbers, why would you sell it in a book? Wouldn't you just keep it and become rich?

Sounds like you were cheated. Good luck getting your money back, but it probably won't happen. There's no such thing as a way to beat the lottery, and if he's selling people something that claims too, I doubt you're the first one to find out it is a scam.
