He sold his soul along with a few other things to Mexico. We can only hope that the 5 El Paso Police Officers involved in a fatal shooting on Sunday will not suffer the same fate as Nacho and Joe. Unfortunately for those 5 officers they are in Sutton's district.

Actually I think as part of winning an election or being appointed to a position of power....
Satan himself visits them at night and they hand over their soul to him personally....all of them do this...
This is the only explanation that I can find to justify what those in power do.
None of them have souls.
