wanting to buy a house double pane thermal windows will the va appraiser consider moisture between the panes a necessary repair or cosmetic

The glass isn't broken, it's condensation, so they probably won't care. It will disappear when it gets hot enough.

The Va appraiser will most likely require a replacement as a necessary repair. We tried to buy a house with that and some other small problems.
We were turned down for a loan.We tried several times but all the houses had some problem the VA didn't like. We were told that the VA would rather we build a new house as it was difficult to get an approved house. We did apply for a loan to build and was accepted in 3 months.We were in shock.We now own a lovely 2 bedroom ranch house!

Appraisers often times don't notice things like this, a home inspector will. It would be considered a necessary repair because the seal between the window panes is broken, and therefor is no longer properly insulating as a thermal window.

Even it the inspector doesn't address that issue, I would suggest having it dealt with before you close, it you buy it. Looking through hazy or fogged up windows is a nuisance and an irritant. The problem will never get better by itself and is fairly expensive to repair. The glass must be replaced.
