So if its like me and this guy and we can tell that we like each other. But non of us can ask one out? What does it mean?

That is simple, you are both being shy. Don't feel bad, lots of people deal with this everyday. It is most common that the guy would ask the girl but that doesn't mean it is suppose to be this way. Suck it up and ask!
You can ask the other person to join you in some type of event, it doesn't have to be a "quiet time activity" you could just ask the person to help you pick out a gift at the mall or join you shopping. This is a good way to spend a little time together and it could easily be the answer.

I have the same friggin' problem right now.
I know, somehow, that he likes me. But I'm too terrified to ask him out.
He's a shy guy, in his own way, and I don't seem shy at all. But when it comes to guys like this, I turn into a rock. I don't know how to handle the whole getting to date issue.
You know what though? I've learned that life is too short to wait for good things to happen to you. Ask him out. Just go straight up to him and say: "Yeah, I don't know if you want to, but if I don't find out, I'll go insane about this... Would you like to go out?"
If he says no, nod, thank him for his honesty, and walk away.
It really isn't that bad. You get over it in about ten minutes, and ask him when he's alone somewhere, not in front of friends. It makes it easier.

it means u two arent ready for a relationship unless one of u ask each other. if u think your ready then go ask him out. if your not then dont do anything. good luck

It doesn't matter, we live in the 21st century remember. It sounds like you are both shy. It all depends on what kind of relationship you want. If you want to be treated like a lady and have a chilvaris kind of guy, wait and let him lead. If you want to be the kind of girl who does what they want, ask him, keep him on his toes.

Both of you CAN ask the other out, you've just not chosen to do so yet.
It may mean one or both of you are shy, or one or both of you are waiting for the other to do it out of principle, or that one or both of you aren't really all that interested.
The longer y'all wait, the more chance one of you won't be available anymore...other people may not be so hesitant to ask one of you out...better go for it before someone beats you to the punch...

i guess, it depends on how old you are.
teens, most likely, girls wait and it makes boys feel more macho to ask first. older you get, it does not matter. you want it then you get it. i proposed to my husband first and we 've been together happily married with two handsome kids for 12 years now... going on strong...
