Cops are people too. As much as we try to be professional all the time, sometimes things are just funny and we can't help but to laugh.
I don't know what your contact with that officer was, but maybe if you looked at the situation from another point of view, you may also think it was funny.
People do silly and funny things all the time without knowing it. Have you ever seen a parent smack a child for hitting his brother and then the parent states "We don't hit!" I'm sure to the parent that was not very funny, but looking from an outsiders point of view it's very funny. A parent teaching a child not to hit by hitting him.

He did probably think you were cute. Or maybe he was on his phone earpiece having a funny conversation. If he was laughing hilariously, it was probably a joke. If he was smiling (sort of tender look on his face) then he probably thought you were cute. Be careful though, he might be married.

Or, he heard something on the police radio - that funny thing stuck in his ear- and you couldn't hear it.
