...its hard for the girl to talk to him whenever shes at his place.and the girl makes it seem like his not into him but she is..what does the guy think? does he think shes not into me...so he moves on?

He may think that she's just leading him on and get bored and get over it (her).
The girl should just flirt with him and give hints that she does indeed like him. ex:sit very close to him.
If he makes the first move, she should go for it.

No I don't think the guy will move on. If it seems like he is show him other signs you like him like give him a text message or something and he will know you are still interested. FYI in the future think of good topics to talk about before you are with him so things don't get dull.

You better tell him you like him and want to be his girlfriend. He probably thinks you don't like him from the games you played with him (hard to get.)
