Why is it there aren't very many Mexican of Black immigrants in Canada? Does Canada not tolerate Illegal Aliens in comparison to the States?

Where is your information from? There isn't as many Black or Mexican immigrants in Canada because there are even more Asian and India immigrants.
There aren't as many Mexican illegal immigrants because that generally implies they are poor. And if they are poor they have trouble making it this far. If they make it is as far as the US, they usually try to make it there. So having said that, Canada assumes we don't have many illegal immigrants because it is too far/expensive for people, thus we don't do anything about such problems and it is probably bigger than we think.
