You must talk to them in person, and just let him off easy by saying something like you are having problems elsewhere and don't think that you can devote the proper time to this relationship right now and that it wouldn't be fair to him.

striaght forward and blunt. theres no nice way to dump someone but at least being straight forward about it - they will appreciate it in the long run.
