I have very little hair on my legs so I waxed them at home. Now almost all of them are growing in under my skin. What do I do?

exfoliate
use a good scrub and do it regularly

Exfoliation is your friend. You can find a good body scrub in your local beauty supply or drugstore. If the grainy type scrub is too much for you, you can try a body wash that contains Alpha Hydroxy Acid to exfoliate.

I've never had that problem before. Maybe you could try shaving so the razor would break the top layer of skin and let the hair grow out?

just wait for them to grow out. usually, they will come out on it's own.

if it really bothers you, grab a tweezer and dig them out.

i would suggest shaving though, especially because you don't have a lot of hair :-)
