There are three issues here.......

1) Either ingredients (what kind of cookies are you making?) Are you being precise with measurements and/or sticking to the original cookie recipe? Sometimes if you alter it with substitutions, it will affect the outcome of your cookies).... baking unlike cooking, is more of a science, so ratio of ingredients is key and be careful of substitutions you make. Butter is better than margarine in cookie recipes and keeps the cookie's integrity.

2) Toaster ovens are not the most ideal for baking cookies.... a good conventional oven is best. But your baking may have more to do with ELEVATION. That alters the outcome of baked goods as does weather.

3) Storage. If you put cookies in an airtight container with plastic or in a plastic zip bag with all the air taken out of it, cookies get soft rather than stay crisp. Storing them loose in a cookie jar will make them crisper. Moisture is usually an issue in terms of softness - if there is a lot of humidity in the kitchen that also makes them soft.

Try using less oil. Its possible the toaster oven doesnt circulate the hot air like it needs to.
