The first picture looks like that face is natural, no trimming, the second has a clean face with a mustache, that's means it was shaved with hair left on the front shaped like a mustache. I have a customer with a teacup and the dog is tiny like the size of a puppy but it was 3 years old. The puppy coat comes in soft and fluffy but I have heard through many other groomers that if you shave the puppy coat off that the wirey hair will grow in faster otherwise it can take a year for it to come in. Keeping it shorter will minimize matting unless you brush and comb the dog almost everyday. The poodle is a loyal and smart dog. They require regular grooming which can get expensive. I hopes this helps

There is no such thing as a Teacup Poodle. What you are looking at is generally called a runt. The first photo is too obscured to tell anything, and the second photo is a puppy. Toy Poodles with proper breeding will be about 10 inches tall at the shoulders. If they are much smaller than that, they are probably unhealthy, improperly bred, and prone to health problems and a short lifespan. No matter the breed, the smaller a dog is, the more sensitive it's going to be and the more likely it will develop problems.
There is a lot of information out there about the "Teacup" dog scam. Pomeranians and Papillions are lovable dogs... you should look at the Papillion. Again, don't get screwed by someone claiming a puny little unhealthy runt is some kind of special "teacup" breed. It's not, and that is why you won't find it listed on the AKC breed list.

First, there is no such thing as a Teacup poodle or any breed. Anyone trying to sell you one is NOT A GOOD BREEDER and should be run from. They are what is known as a backyard breeder, or possibly a puppy mill, and are violating the Poodle Club rules and the AKC rules.
It does appear the the second one may have been cut.
If you keep a puppy cut, it may keep if fluffy. Be ready for lots of trips to the groomers.
Please, before you get a dog, read up on how to find a good breeder. It's imperative. http://dogplay.com/GettingDog/index.html

It's the cut. Poodles have lots of energy and have to be groomed regularly. Pomeranians hair is straight and you can groom yourself. Really prefer a Pom tho I have had both. Pom's are the sweetest little dogs in the world.

Poodles have hair around the face.It has to be shaved off around the face, tail, feet to look neat. Some do like the face left uncut which is called the teddy bear look.

teacup/toy anything have a lot of health problems on top of the genetic problems of the breed so you need to think about that before you decide on a teacup/toy

depends on the cut. if you keep it in a puppy cut the hair is still soft but it stays curly if you dont brush it often
